Restricted access technical paper manuscripts will have a rigorous review process following IEEE policy. Each paper will have at least three qualified reviewers and acceptance will be decided based on technical merits and relevance to the conference program.  Submitted papers should not contain plagiarized material and have not been submitted to any other conference at the same time (double submission). These matters are taken very seriously and IEEE will take action against any author who has engaged in either practice.
